UCEI – Precisazioni in merito
alla costituzione di una Comunità
Una Comunità ebraica può costituirsi soltanto sulla base di quanto previsto dall’Intesa firmata nel 1987 tra l’Unione delle Comunità Ebraiche Italiane e la Repubblica italiana, che ha trovato applicazione con la legge 8 marzo 1989, n. 101 (Norme per la regolazione dei rapporti tra lo Stato e l’Unione delle Comunità ebraiche italiane), che sostituisce la Legge Falco del 1930 (Norme sulle Comunità israelitiche e sull’Unione delle Comunità medesime) e sulla base dello Statuto dell’Ebraismo Italiano approvato dall’UCEI stessa.
Una precisazione resa necessaria da alcuni alcuni annunci irresponsabilmente diffusi in questi ultimi giorni su stampa locale, nazionale e internazionale in merito ad una presunta costituzione di una Comunità ebraica nella città di Catania.
Già pubblicata in lingua italiana, è stata diffusa anche in lingua inglese per un pubblico internazionale. Di seguito la versione inviata.
A Jewish Community can be established only on the basis of the provisions enshrined in the 1987 pact, (“Intesa”), between the Union of Italian Jewish Communities (UCEI) and the Italian Republic, as enshrined in Law n° 101 of March 8 1989, (Rules regulating the relationship between the Italian State and the Union of Italian Jewish Communities), which replaced the Falco Law of 1930 (Regulations on Jewish Communities and on the Union of the same communities), and on the basis of the Charter of Italian Jewry adopted by UCEI.
Notwithstanding the possibility for any regularly constituted organization to promote its own initiatives and activities, the establishment of a “Jewish Community” is governed by specific Law and Charter provisions, thus it cannot be established unilaterally by private entities or individuals for their own interests, even when regarding the same organization or of interest to Judaism. Likewise, granting concessions to a private entity self-described as a “Jewish Community” without true evidence and without having consulted UCEI and Naples’ Jewish Community, the only institutionally recognized bodies pursuant to the above-mentioned law, is considered illegitimate.
The statement was released by UCEI President Noemi Di Segni also in response to irresponsibly disseminated news on local, national and international media outlets with regard to the alleged establishment of a Jewish Community in the city of Catania, calling upon the interested organization and the same Municipal authorities to reconsider all decisions taken in this respect.
